Since when the tolling of vehicles above 3.5 t. takes effect?
According to the Roads Act, the tolling in Bulgaria starts on not later than 01 March 2020. From that date, vehicles exceeding 3.5 t. of gross combined weight must pay toll to drive on the paid road network. An electronic vignette shall be paid for these vehicles until the toll comes into effect.
Which vehicles are subject to toll?
Only road vehicles with TTPMM (total technically permissible maximum mass, section F.3 of the registration certificate) above 3.5 t. are subject to toll charging. This includes heavy goods vehicles and buses, divided into the following categories:

Who shall pay toll?
Toll shall be paid by the owner or user of a vehicle with a total technically permissible maximum mass exceeding 3,5 t. Payment of the toll enables the right of a vehicle to use the paid road network.
For which roads a toll is paid?
The paid road network comprises the highways, first class and second-class roads. The overall length of the charged road network is 6061 kms. Third- and fourth-class roads, as well as municipal roads are not subject to toll.
How is the toll payable calculated?
The relevant parameters to calculate the toll to pay are:
- Road class
- Distance travelled
- Vehicle type – heavy goods vehicles with total permissible maximum mass above 3.5 and up to 12 tons inclusive, and above 12 tons
- Number of axles
- Vehicle emission category
How is the toll paid?
- On-board unit for automatic tolling - the on-board unit is convenient for frequent trips or daily use of the paid road network. The on-board unit is provided for use to the owners and users of heavy goods vehicles or buses after signing a service contract with TollPass for electronic toll collection
- Route pass - this is a pre-paid toll product and it is suitable for occasional or transit travels. The route pass is valid for 24 hours prior to the selected start date and time. It can be purchased not earlier than 7 calendar days before its entry into force and entitles the user to travel a pre-ordered distance along the pre-selected route
How can I receive an on-board unit?
In order to receive an on-board unit, you should sign a contract with TollPass. You need to prepare a copy of the registration certificate - part 1. In the absence of information about the emission category in the Vehicle Registration Certificate, a Certificate of Compliance under CEMT / CM Resolution (2001) 9 Final, CEMT / CM Resolution (2005) 9 FINAL, ITF / TMB / TR Resolution (2008) 12 and valid certificate for vehicle technical state must be provided. Upon non provision of the documents described above, vehicles with initial date of registration after September 30, 2001 are considered to be at least in the EURO 3 emission standard.
How could I find out which category is my vehicle?
To classify the type of vehicle according to the toll tariff, please check the vehicle data from the vehicle registration certificate:
- Maximum technically permissible laden mass – F.1
- Maximum permissible laden mass of the whole vehicle in service – F.3
- Vehicle emission category – V.9
- Number of axles of the tractor – L
- Date of first registration of the vehicle - B
How could I know that I am crossing a paid section of the road network?
All sections of the national road network, for which toll is levied, are signaled by road signs. You can get acquainted with the toll road network coverage here.
What is a route pass?
The route pass allows for a single vehicle to travel one-time distance onto the paid road network from a start point to an end point, with additional pre-selected intermediate points, which may not be more than four. The route pass is paid in advance.
Where can I purchase a route pass from?
Route pass can be purchased from the online portal Tollpass.bg by means of debit/credit card or in cash from our partner's network. Registered users can purchase a route pass up to 7 days before the start validity date. Anonymous users could purchase a route pass not earlier than 24 hours before its usage.
When do I need to start the trip if I have purchased a route pass?
You can start the trip not earlier than the chosen start date and time of the route pass validity.
Can I cancel the purchase of a route pass after payment?
No, this is not possible. When making the payment, the route pass is being activated. Once activated, the route pass cannot be canceled.
If I make a mistake when entering a plate number, country code or other data, can I correct the wrong data?
Adjustments are possible up to the time of payment. Upon payments the route pass is activated. Once activated the route pass cannot be corrected. In the case of incorrectly entered data and activated route pass, the paid amounts are not subject to refund.
Upon check by the road control authorities, is it required to provide a document as a proof that I have purchased a route pass?
You are not obliged to present a document for the purchase of a route pass. The presence of a valid route pass is monitored by stationary and mobile cameras that detect the license plate numbers of the vehicles.
