Definitions and Abbreviations
- „ITS“ – „Intelligent Traffic Systems“ AD, hereinafter referred to as ITS in the General Terms and Conditions, is an entity listed in the National Register of National Toll Service Providers, performing the activities under Art. 10 of the Roads Act, pursuant to a contract concluded and entered into force with the Road Infrastructure Agency, which independently provides electronic toll services through an Online Platform and / or through an agent network and / or partner.
- „RIA“ – stands for Road Infrastructure Agency of the Ministry of Regional Development and Public Works, which is authorized under the Roads Act to exercise the powers of a toll charger.
- „NTM“ – stands for National Toll Management at the Road Insfrastructure Agency
- „National toll service provider“ (NTSP) according to Art.10 of the Roads Act means a trader engaged in the provision of electronic toll collection services on the territory of the Republic of Bulgaria.
- „Registered user“ - an adult natural person who has created a User Profile on the Online Platform and is entitled to enter into an Agreement (s) with ITS on behalf of Client in order to receive electronic billing services through the Online Platform. The registered user is responsible and ensures that all information entered in the User Profile, as well as in the Contracts concluded by him, is true, complete and up-to-date and is responsible for the correctness of the data entered by him.
- „Toll“ - meaning state fee payable by the users of the paid road network, under Art.1, para.1, item 2 of the Roads Act, which gives the right of a vehicle to travel particular toll segments of roads included in the coverage of the Paid road network.
- „Route Pass“ – this is a document issued after the payment of a toll fee for a declared pre-ordered route according to the fee specified in the RIA Tariff and which allows for one road vehicle, of the category under Art. 10b, para. 3 of the Roads Act, to once travel a distance in the range of the paid road network from a start point to an end point, with additional pre-specified intermediate points, which may not be more than four.
- „Pre-paid balance“ – thit is an advance payment under the Contract, which is a prepayment by the Client for the use of toll payables, e-Vignettes, as well as penalties under the Contract. The balance could be topped up at any time and it accounts for all vehicles included in the Contract.
- "Actual Distance Tracking along the Paid Road Network Using GNSS Based Technology" - a service provided by ITS to the Client on the basis of a Contract, which according to the actually received data from the On-board Unit for the distance traveled by the vehicle, is included in the the Contract for which a toll is due. The toll is being calculated in accordance with the Tariff of fees and is collected by the RIA, adopted by a decree of the Council of Ministers;
- „Pre-paid Balance Тop up“ - means the initial payment of amounts on the Pre-paid Balance under the Contract, as well as any additional payment of amounts on the Balance.
- On-board Unit – this is GNSS device, model OBU-5310-01A BGR ITS, which is connected and permanently mounted in the road vehicles pursuant Art.10b, para.3 of the Roads Act, which consists of the necessary hardware and software components suitable for collecting, storing, processing and remotely receiving / transmitting data through which Toll Declarations are formed.
- „Deposit“ – that is an amount not subject to Value Added Tax (VAT) and representing the full value or part of the value of the On-Board Unit, deposited by the Client and securing up to the amount of the Deposit, damage of the On-Board Unit caused by the Customers or third parties. This account for the period from the dispatch of the On-Board Unit from ITS to the Client until its return to ITS;
- „Service fee“ - means the fee payable from the Client for servicing the Contract, which is subject to Value Added Tax (VAT) and which is prepaid on yearly basis, monthly basis or other period of time, according to the Client's offer valid at the time of the conclusion of the Contract, at the initial conclusion of the Contract with the Client and is being pre-paid before the beginning of each subsequent period of the Contract;
- „Invalid On-board Unit“ is an OBU whose functioning is impaired in a way that does not allow ITS to properly prepare the toll declaration; and / or is lost, stolen, malfunctioning or destroyed; and / or is provided to a Client who has overdue toll payables and whose term specified in the Contract, has expired;
- „Toll segment“ - is a defined part of a road, or road section of the Paid road network, having an identification number, direction, and geographical coordinates indicating the beginning and end of the respective toll segment. Entering a toll segment a toll is payable according to the length of the segment and the tariff specified in Art. 10, para. 6 of the Roads Act rate for the respective road or road section;
- „White list“ is a list of valid On-board units maintained by ITS, and/or a list of On-board units compiled by ITS and contains the following data: Identification number of an On-board unit and vehicle’s plate number with which the On-board unit is associated.
- „Black list“ is a list of Invalid On-board units maintained by ITS, and/or a list of On-board units compiled by ITS and contains the following data: Identification number of an On-board unit and vehicle’s plate number with which the On-board unit is associated.
- „Warning balance“ – amount in BGN, calculated with the following formula: A x (number of vehicles in the contract) + B. When the pre-paid balance of the Contract becomes less than this amount, the Client receives automatic notifications that its balance has been critically reduced and it should top up the balance in order to prevent the suspension of electronic billing services and the discontinuation of data transmission from on-board devices under the Contract.
- „Minimum Balance“ - an amount in BGN calculated using the following formula: A x (number of vehicles in the contract) + B. When the pre-paid Balance of the Contract becomes less than this amount, the Client receives automatic notifications and ITS ceases to provide electronic billing services, suspending the transmission of data from the On-Board Units under the Contract and these are included by ITS in the list of invalid on-board units (Black list), which automatically turns the Client into a violater along the Paid Road Network.
- „On-board unit activation fee“ – that is a Client’s payable fee for associating an On-board Unit, which is subject to VAT and is pre-paid by the Client for each OBU included in the Contract.
- „Toll Declaration“ – a set of data generated by the On-board unit (geographical location – according to ISO 17575-1, ISO 17575-2 и ISO 17575-3), the data of the vehicle (emission standard, TTPMM, number of axles), the OBU’s identification number, and data and time of entry into a toll segment, which is standardized according to ISO 12855:2016 and used for calculating the toll payable by the Client.
