CO₂ Classification
In compliance with Directive (EU) 2022/362, which introduces the principle of differentiated toll charges based on the CO₂ emission levels of vehicles over 3.5 tonnes and obliges EU Member States to include this parameter in toll pricing, as of 1 March 2026 the Republic of Bulgaria plans to introduce toll charges based on CO₂ emissions.
The determination of a CO₂ class applies only to vehicles with EURO 6 environmental classification and a date of first registration after 1 July 2019.

CO₂ Classification | What You Need to Know
The date of first registration of the vehicle is crucial
For vehicles with a date of first registration BEFORE 01.07.2019, no data entry is required. They are automatically assigned to CO₂ Class 1 – the category with the highest harmful emissions.
For all vehicles with a date of first registration AFTER 01.07.2019, additional technical data must be entered in order to determine the individual CO₂ class, ranging from Class 1 to Class 5.
- If the entered data does not meet the requirements set out in Directive (EU) 2022/362 for Classes 2, 3, 4, or 5, the vehicle remains in CO₂ Class 1. The calculation is performed in real time within the system of the Road Infrastructure Agency (RIA).
- For vehicles with a date of first registration after 1 July 2019, we recommend obtaining the vehicle documentation from the manufacturer in advance (COC, CIF).
- If a CO₂ class higher than Class 1 is determined, you must be prepared to provide the documentation on which the entered data is based.
CO₂ Class 1 represents the category with the highest harmful emissions and, consequently, the highest toll charges.
CO₂ Classes 2–4 are valid for 6 years from the date of first registration, after which the vehicle is automatically reclassified in the system of the Road Infrastructure Agency in accordance with the reference values for target CO₂ emissions applicable across all European Union Member States.
CO₂ Class 5 offers the lowest toll charges and applies only to zero-emission vehicles (ZEV) – electric vehicles, hydrogen-powered vehicles, or vehicles using hydrogen fuel cells.
Steps for CO₂ Classification | TollPass.bg
- Log in to your user account at TollPass.bg.
- From the “Vehicles” menu, select “Manage” to access the details of each vehicle with EURO 6 environmental classification and click the “Enter data for CO₂ classification” button.
- Follow the steps and enter the required technical data. Data entry is a one-time process and corrections are not permitted, so please prepare the necessary documents in advance: Vehicle Registration Certificate and one of the following documents: COC (Certificate of Conformity) or CIF (Customer Information File).
- The classification is performed in real time within the system of the Road Infrastructure Agency.

Why is there a CO₂ emissions charge?
Bulgaria is fulfilling its obligation to implement the requirements of Directive (EU) 2022/362 through the changes effective from 1 March 2026. The aim of the directive is to reduce harmful emissions on a global scale and to encourage the use of more environmentally friendly vehicles. Data entry is a one-time process based on the official documents of your vehicle.
Is there a deadline for entering additional data for vehicles registered after 1 July 2019?
Data entry is mandatory; however, there are no penalties if the required data for a vehicle eligible for a higher CO₂ class has not been submitted. In such cases, the vehicle remains in CO₂ Class 1 and is charged according to the applicable tariff.
What additional data is required to determine the CO₂ class?
- date of first registration of the vehicle
- technically permissible maximum mass (F.1)
- specific CO₂ emissions (gCO₂/tkm)
- vehicle group and subgroup*
*If the subgroup is not known, the wheel configuration of the vehicle (4x2, 6x2, other), vehicle type (truck/bus or tractor unit), engine power (in kW), and cab type (day cab or sleeper cab) must be specified.

I already have a CO₂ class because I use TollPass toll services in Europe. Do I need to take any action?
No, no further action is required. The assigned CO₂ class remains valid. By implementing Directive (EU) 2022/362, Bulgaria follows the established regulation, and the calculated CO₂ classes are identical and applicable across all European Union Member States that have already introduced or are about to introduce CO₂-based toll charging.
What is the TollPass.bg CO₂ calculator used for?
The TollPass CO₂ calculator has been developed to support customers and is fully compliant with European regulations for the implementation of CO₂-based toll charging. The methodology and required data reflect the official criteria for determining the CO₂ class of vehicles.
The actual calculation of the CO₂ class is performed by the system of the Road Infrastructure Agency (RIA). The calculation is carried out in real time, and the results are displayed immediately to customers via the TollPass platform, ensuring transparency, accuracy, and full compliance with the officially approved requirements applicable across all European countries.
I do not have COC or CIF certificates, or they do not contain the required information
This documentation can only be requested from the vehicle manufacturer. Please note that additional data from these certificates is required only for vehicles with a date of first registration after 1 July 2019.
If I have a vehicle registered after 1 July 2019, can I apply for inclusion in a higher CO₂ class?
The calculation is performed by the system of the Road Infrastructure Agency (RIA) and is based on the official regulation applicable across all European Union Member States. Some vehicles, even if registered after 1 July 2019, may not meet the defined environmental requirements and therefore may not qualify for a higher CO₂ class.
