What Carriers Need to Know and How TollPass Will Help You?
From 1 March 2026, important changes to the toll charging model for heavy goods vehicles over 3.5 tonnes in Bulgaria will come into effect. A new parameter accounting for the vehicle's carbon dioxide (CO₂) emissions will be added to the existing toll rates. This is part of European measures to reduce harmful emissions and promote greener road transport.
To prepare the sector, the Road Infrastructure Agency will activate a special online CO₂ calculator from 15 December 2025.
What Is the CO₂ Calculator?
The calculator allows owners and drivers of heavy goods vehicles to determine the CO₂ class of their vehicle by entering its technical information into the national database. The resulting CO₂ class will serve as the basis for calculating the new emissions component in toll charges after 1 March 2026.
How Is the CO₂ Class Determined?
Users must create a profile and enter the vehicle's data, using information from:
- the vehicle registration certificate (VRC)
- the certificate of conformity (COC)
- the customer information file (CIF)
CO₂ Classes – What Do They Mean?
- Class 1 – for vehicles with a first registration date before 1 July 2019. They automatically fall into this category and are not required to be registered in the calculator. This is the group with the highest emissions and results in the application of the highest CO₂ component.
- Classes 1–4 – for vehicles over 3.5 t registered on or after 1 July 2019, with internal combustion engines. The assigned CO₂ class is valid for 6 years from the vehicle's first registration, after which it is reassessed.
- Class 5 – for zero-emission vehicles, including electric and hydrogen-powered ones.
Why Is a CO₂ Component Being Introduced in Toll Charges?
The new rules implement Directive (EU) 2022/362 and aim to:
- reduce harmful emissions from road transport
- improve ambient air quality
- encourage the use of greener vehicles
- introduce uniform European principles for road tolling
